It Doesn't Stick !
Tape failure, or "it doesn't stick" can be caused by a
number of factors:

Surface
contamination:
Just as you wouldn't
apply a coat of paint on a surface that is dusty or rusty, so also you shouldn't
apply a tape. Prepare the surface first, by removing contaminates that prevent a
good bond from forming. Abrading the surface and proper cleaning will increase
the bond.

Low
temperature:
Cold temperature
generally "hardens" the adhesive. This reduces tack and prevents a good bond
from forming.

High
temperature:
Generally "softens" the
adhesive. This causes a reduction in shear and tensile strengths. Adhesive tends
to "slide".

Insufficient contact
area:
Poor surface contact, such as on
a textured substrate, is also a cause for failure.

Poor surface
compatibility:
Surface compatibility
plays a vital role also, where molecular migration can interfere with adhesive
performance.

Inadequate application pressure
:
The simple act of not applying
sufficient pressure can be the reason for tape failure.

Wrong tape for the job!
Some applications are just not suited
to tapes. To address those "it doesn't stick" problems, all that is
required is the identification of the possible causes, and applying the basic
principles that will ensure good tape performance to remedy the situation.
So remember, clean dry surface, room
temperature, pressure and enough of the right tape will assure you get the bond
you need.
